Why Do Educational Documents Need Apostille?
When you plan to study, work, or immigrate to any of the 120+ countries that are signatories to the Hague Convention — including the UK, USA, Canada, Australia, and Europe — your Pakistani educational documents must carry an official Apostille stamp from MOFA Pakistan. Without this, foreign universities, employers, and immigration authorities will not legally accept your degree, transcript, or certificate.
However, MOFA does not directly accept raw educational documents. Each document type requires a specific pre-attestation chain before it reaches MOFA. For example, university degrees require HEC attestation, while Matric and Inter certificates require Board verification + IBCC attestation. Technical diplomas require TEVTA / NAVTTC attestation. Degree Apostille Attestation in Islamabad
If you hold a Bachelor's or Master's degree from a Pakistani HEC-recognized university and need it apostilled for use in a Hague Convention country, your degree must first pass through the Higher Education Commission (HEC) before MOFA Pakistan will process the Apostille. This is a mandatory, non-negotiable requirement — MOFA will reject any university degree submitted without prior HEC attestation.
HEC attestation verifies that your degree was issued by an HEC-recognized institution and that the signatures and seals on it are authentic. Once HEC attests the degree, it is then submitted to the MOFA Apostille Office in Islamabad where the final Apostille stamp and unique verification reference number are issued.
Bachelor's Degree (4-year or 2-year): All Bachelor's programs — whether 2-year BA/BSc from a conventional university or 4-year BS — require full HEC attestation before Apostille.
Master's Degree (MS / MA / MSc / MBA): All Master's level degrees from universities recognized by HEC follow the same path — HEC first, then MOFA Apostille.

Transcript Apostille Attestation in Islamabad
A university Transcript is the official record of all your academic subjects, grades, and academic performance during your Bachelor's or Master's program. Important Note on Recent vs. Old Transcripts: If your transcript is recently issued (fresh from the university with current signatures and stamps), it may be directly submitted to HEC for attestation. However, if the transcript is older or the university's signatory has changed, HEC may require a fresh transcript re-issued by the university before it can be attested. Additionally, if the transcript is being apostilled independently (without the degree), MOFA may also require the degree to be apostilled alongside it in some cases — particularly for completed programs. Intermediate Certificate (Sanad) Apostille Attestation in Islamabad
Your Intermediate (FSc / FA / ICS / ICom) certificate — officially known as the Sanad — is issued by the respective Board of Intermediate & Secondary Education (BISE). To apostille an Intermediate certificate for use in any Hague Convention country, it must pass through a two-stage pre-attestation process before reaching MOFA Pakistan.
Step 1 — Board Verification: The issuing Board of Intermediate & Secondary Education (BISE) — such as BISE Rawalpindi, BISE Federal, BISE Lahore, etc. — verifies the authenticity of the certificate by confirming it against their records and adding their verification stamp or letter.
Step 2 — IBCC Attestation: The board-verified Sanad is then submitted to the Inter Board Committee of Chairmen (IBCC) in Islamabad. IBCC is the national body that attests all Matric and Intermediate certificates across Pakistan and adds its official stamp and signature.
Step 3 — MOFA Apostille: With both the Board verification and IBCC attestation complete, the certificate is submitted to the MOFA Apostille Office in Islamabad for the final Apostille stamp.

Matric Certificate (Sanad) Apostille Attestation in Islamabad

School Leaving Certificate Apostille Attestation in Islamabad
A School Leaving Certificate (SLC) is an official document issued by a school confirming that a student has completed their studies and left the institution. It is commonly required for overseas school or college admissions, immigration, age verification, and certain employment processes. For Apostille, the SLC must follow a mandatory two-step pre-attestation process before MOFA Pakistan issues the Apostille stamp.
Step 1 — School Issuance (Principal's Signature & Stamp): The certificate must be issued or freshly signed by the Principal of the school with the official school stamp. If the certificate is old and the current principal has changed, a fresh copy may be required.
Step 2 — DEO Attestation: The school-stamped SLC must then be attested by the District Education Officer (DEO) of the relevant district. For private school certificates, the Private Educational Institutions Regulatory Authority (PEIRA) or IBCC attestation may serve as an alternative, depending on the requirements. Government school certificates go directly to the DEO.
Step 3 — MOFA Apostille: With the DEO or IBCC attestation complete, the SLC is submitted to the MOFA Apostille Office in Islamabad for the final Apostille stamp.
